If the focus is quality, communicating will happen automatically and, IMHO, timezone differences won't be an issue. For this to happen, offshore companies need decent engineers/developers/workers who're committed to quality of the product they're working on. In return, their time with the company should be valued by their employers...providing competitive salary/perks, good work environment, vacations, etc. Of course, engineers'/developers'/workers' managers, whether they're in US or India, have to be able managers to ensure the success of the project.

I would also add reducing employee turnover. India is an extremely competitive marketplace for IT talent. Once a developer gains some experience you hear plenty of stories where folks are being poached with 20-50% raises. When that person leaves a lot of institutional knowledge and experience leaves with them. To me the most important function of a outsourcing firm is to properly manage the human resource.
